copied in full below. How much longer is "prolife" going to take this?
The bill is patterned directly on the highly
deceptive "prolife" federal Weldon/Brownback "total bans". This
Louisiana bill scientifically misdefines "human cloning" as ONLY the use
of SCNT, and thus would not prohibit the use of public funds for all
other kinds of human cloning techniques.
Nor does it really prohibit the use of public funds for human cloning
by SCNT itself, because the bill scientifically mis-defines the product
of SCNT. [bill sponsors] even admit in the "exceptions" clause that
there ARE other kinds of human cloning techniques. Anybody out there?

*_HEALTH: Prohibits use of public funds for human cloning_*
1 AN ACT
2 To enact R.S. 40:1299.36, relative to human cloning; *to prohibit the
expenditure of public
3 funding for the purpose of human cloning; to provide for exceptions*;
to provide for
4 an effective date; and to provide for related matters.
5 Be it enacted by the Legislature of Louisiana:
6 Section 1. R.S. 40:1299.36 is hereby enacted to read as follows:
7 §1299.36. Use of public monies for human cloning; prohibition; exceptions
8 A. Notwithstanding any other provision of law to the contrary, public
funds,
9 including tax proceeds, funds received from the federal government, or
other
10 revenues of the state or political subdivisions thereof, shall not be
used by any person
11 or entity, including any state-funded institution or facility, for
*human somatic cell
12 nuclear transfer, commonly known as human cloning.

13 B. This Section *shall not prohibit areas of scientific research
which are not
14 specifically prohibited by this Section,* including research in the
use of *nuclear
15 transfer or other cloning techniques* to produce molecules,
deoxyribonucleic acid,

cells other than human 1 embryos, tissues, organs, plants, or animals
other than
2 humans nor shall this Section prohibit the use of federal funds for
research using
3 embryonic stem cell lines approved for federal funding prior to August
9, 2001.
4 C. For purposes of this Section, *"human somatic cell nuclear
transfer" shall
5 mean human asexual reproduction* that is accomplished by introducing
the genetic
6 material from one or more human somatic cells *_into a fertilized_* or
unfertilized *oocyte*
7 whose nuclear material has been removed or inactivated so as to produce an
8 organism, at any state of development, that is *genetically virtually
identical* to an
9 *existing or previously existing human organism*.
10 Section 2. This Act shall become effective upon signature by the
governor or, if not
11 signed by the governor, upon expiration of the time for bills to
become law without signature
12 by the governor, as provided by Article III, Section 18 of the
Constitution of Louisiana. If
13 vetoed by the governor and subsequently approved by the legislature,
this Act shall become
14 effective on the day following such approval.

Proposed law *provides exceptions from the prohibition* for areas of
scientific research which
are *not specifically prohibited by proposed law including research in
the use of nuclear
transfer or other cloning techniques* to produce molecules,
deoxyribonucleic acid, cells other
than human embryos, tissues, organs, plants, or animals other than humans.
Proposed law stipulates that the use of federal funds for research using
embryonic stem cell
lines approved for federal funding prior to August 9, 2001, shall not be
prohibited.
*Proposed law defines "human somatic cell nuclear transfer".
*Effective upon signature of governor or lapse of time for gubernatorial
action.
