*Governor Doyle Forces Chemical Abortion on Wisconsin's Hospitals *

/"Chemical Abortion Hospital Mandate" tramples conscience rights, says 
Pro-Life Wisconsin/

Governor Doyle today signed into law Assembly Bill (AB) 377, also known 
as the Chemical Abortion Hospital Mandate. The law mandates that all 
Wisconsin hospitals, regardless of religious affiliation, inform an 
alleged victim of sexual assault about "emergency contraception" and 
provide it upon her request.

 

*"It's a sad day for Wisconsin," *said Peggy Hamill, state director of 
Pro-Life Wisconsin. * "Governor Doyle has shamefully ignored the fate of 
embryonic children by forcing Wisconsin hospitals to dispense a known 
abortion-causing drug to vulnerable women. In so doing, he has trampled 
upon the conscience rights of hospitals and hospital workers in blatant 
disregard of our federal and state constitutions which guarantee freedom 
of religious expression and liberty of conscience. " *

Pro-Life Wisconsin's primary opposition to AB 377 is based on the 
abortion-causing action of so-called "emergency contraception (EC)"  
*[PFLI note: more accurately, Emergency Abortion]*  which, under the 
bill, is defined to include both the morning-after pill and the 
intrauterine device (IUD). The [so-called] "morning-after pill" can work 
in three ways: to suppress ovulation; to inhibit the mobility of sperm; 
and, after fertilization, to alter the lining of the uterus so that a 
newly conceived child is unable to implant in the womb, thus starving 
and dying. This last action is pre-implantation chemical abortion. The 
IUD always works to block implantation and therefore always causes a 
[mechanical]  abortion.

 

"The pro-life community sympathizes with rape victims," said Hamill. "It 
is impossible, however, to determine whether or not 
fertilization/conception has occurred at the time EC is directed to be 
taken. We must act with restraint in protecting newly conceived human life."

 

All four *Wisconsin Guilds of the Catholic Medical Association* 
(Milwaukee, La Crosse, Chippewa Valley & Central Wisconsin) specifically 
oppose AB 377. Their legislative memo concludes that "the law will 
mandate the use of medication that actually causes early abortions by 
preventing embryos from implanting on the wall of the uterus."

 

*"This is a slap in the face to medical professionals of conscience 
across Wisconsin," *said Michael White, M.D., president of the Milwaukee 
Guild of the Catholic Medical Association.* "Forcing emergency room 
personnel to contradict their moral and medical judgment will drive them 
out of the profession they love. The law is a flagrant violation of our 
First Amendment right to freedom of religious expression. That the 
Governor can so easily dismiss this right, a right he swore an oath to 
uphold, is deeply disturbing. The law requires physicians to provide 
early abortions. It will not help victims of sexual assault."*
