The WA constitution in Article I, Section 11 Absolute freedom of conscience in all matters of religious sentiment, belief and worship, shall be guaranteed to every individual, and no one shall be molested or disturbed in person or property on account of religion... On July 26, 2006, Governor Gregoire is quoted on her website as saying: "As Governor, I do not believe the state should discriminate against any citizen.
